I have done the whitewater rafting twice already - one with my family, a second time with my colleagues from the Ateneo School of Government and the guides were very professional and good. However, the skills seemed uneven, acquired mainly via experience rather than training (not a bad thing by itself). Some consistency of skills would be good. One other thing that might be done is to map in detail all the raft routes so the guides actually know where all the danger spots are, avoid the life threatening ones, and give appropriate warnings as necessary. My sense is that the senior guides know thus from experience and memory, as well as intuition, but this could be made more scientific. The map could be digitized and made widely available.
