I have read the entirety of the complaint filed by Octubre against Mayor Regencia and Msgr. Jemar Cruz, and the Officers of Integrated Community Builders Foundation, who are mostly our priests from the diocese and of our own Bishop Elenito Galido, filed on September 17, 2014. Before, I make an as-much- as-possible an unbiased opinion of the case, let me cite my personal circumstance as a Roman Catholic believer who respects and honor my priests especially so that herein respondents are all personally known to me. I am not a lawyer but I am a graduate of law and neither do I claim to know the complicated bureaucratic procedures except for some general principles in government audit. I think the case is well-prepared by a lawyer who knows a lot of our complicated laws especially in the disbursing of funds and yes the complaint may have valid ground from a legal point of view. I will not question the complainant, I would rather look at the case presented and I would rather able to read the counter-affidavit of the respondents. In a democratic government, transparency and following proper procurement procedures are necessary elements in any transactions including the subject of this complaint. The moment our priests entered into a contract with the government,they are likewise opening themselves to critical review which are part and parcel of all public funds. And I trust that they can do it. As to Mayor Regencia, I think his lawyer should have advised him properly before this contract was even completed. But then again, upon this complaint, I only see one side and I cannot make a fair opinion unless I can also read the counter-affidavit. Let us wait for it and until then, maybe we can weigh things better from our respective perspectives.
