I hope to the African leaders who have converged here in Nairobi for the International Conference on the Great Lakes Region (5th Ordinary Session of the Forum of Parliaments of Member States) to discuss Peace and Conflict Resolution in the region will focus on the following: 1.Supporting indigenous capacities for management and resolution of conflicts. (Homegrown solutions rather than over-dependence on external interventions) 2.Discuss both peacemaking (as foreseen in Chapter VI of the Chatter of United Nations; Pacific Settlement of Disputes) and peacekeeping as key approaches to Peace Building. 3. Comprehensively discuss a workable Disarmament, Demobilization and Reintegration (DDR) model for DRC and by extension (S.Sudan and Central African Republic) 4.Addressing the entire conflict cycle in the region (Structural aspects, Relationships, Information issues, Values, Interests. 5.Involving all the stakeholders (Primary parties, Secondary and Peripheral parties) in the negotiations. The peripheral level has often been left out and soon graduates into either primary or secondary parties. 6. Addressing all the factors that may exacerbate conflict or encourage escalation of all types of conflict in the region. 7. Advancing the level of discussions on conflict from management and resolution to conflict transformation. 8.
