I hope you had a good summer and did things you enjoyed doing. The 2013 Union of BC Municipal Convention is a couple of weeks from now in Vancouver. For me one of the highlights is the resolution process. Local Govt from across the Province submit a number of resolutions. In the next few weeks I will post some resolutions and ask for your feedback. The first one I am posing is res# 100 from the City of Vernon. They want an increased share of Casino revenues as they have remained stagnant or have been falling over the years. At first glance this sounds great as we can always use more gaming revenue. My thinking is that municipal governments get 10% of the net revenue from their local casinos but the non profit sector has seen a decline of their share of gaming revenues over the years. To me this does not seem fair because the non profit sector is where a lot of theses funds originally went to. If you look at what is happening in PG with the talk of possible cuts to the non profit grants from the City I cannot support a resolution like the one put forward by the City of Vernon unless the non profits get a fair share of the possible increased revenues municipalities will get if this resolution passes. What do you think?
