I just came from LTO to get my license back since I was apprehended last June 26 for obscure plate, using commemorative plate and not fastening seatbelt. They want me to pay 5,000 for the plate and 1,000 for the seatbelt. None for the commemorative plate since I have a valid permit. I have been going back to LTO for 6 days now so I was able to gather some info on how to argue with the violations. 1. All motorist were informed about the prohibition of using plate cover, plate holder, and commemorative plate last July 1st through TV news. I was apprehended June 26. 2. July 2, 2014 LTO personnel conducted an operation regarding plate violations at Lahug. But they did not issue any TOP because their operation served as a warning. But they did ask motorist to remove the cover, holders, and commemorative plates. 3. An LTO personnel told me cops are not allowed to issue TOP starting June 19, 2014 because they were ordered to surrender their TOP and only LTO and LTFRB can issue TOP. On my part, the person who issued my TOP is a cop, and it was issued last June 26 when people are not yet properly informed. I was not given a chance to remove the plate cover and he did not ask if I have a permit for my commemorative plate. For me, the new fees implemented are inhumane. I dont know if anyone noticed but all prices from gasoline, rice, vegetables, electricity suddenly went up.
