I just wrapped up an interview with the Fort Wayne News Sentinel, and I would like to share this great editorial they wrote on our current fiscal situation: This would also be a good time to examine budgeting habits. The recent controversy over how much funding should go to programs to fight domestic violence, for example, put the spotlight on a policy called reversion. The governor tells agencies ahead of time they should count on not spending certain amounts — right now it’s 3 percent — so they know they can’t really count on the amount budgeted.
