Because the costs are starting to go down, due to a distinct placebo effect. With our old, busted system, there was no incentive to control costs. Now there IS. Argue about its form all you like, but the costs are coming down, and were just beginning. So, my friends, STOP ARGUING POLITICS AND START TALKING ABOUT SOLUTIONS.
