I recall class discussions on freedom of speech in which well-meaning students would say any speech is OK as long as no one is offended; inoffensive speech does not need protection; we have the First Amendment to protect all speech (but for the clear & present danger of Justice Holmes exception and perhaps slander & libel)..The massacre was motivated by hate. It is absurd to suggest that the way to avoid terrorist attacks is to let the terrorists dictate standards in a democracy. This is also no time for peddlers of xenophobia to try to smear all Muslims with a terrorist brush.
