I received a request for assistance for 3 dogs - 2 of which are chained. Though there is a dog house, the two chained dogs often can not reach it because they become entangled in their chains. They also can not reach their food or water. The neighbors have contacted 311 to report this animal neglect SINCE 2012!! I called 311 and they confirmed ACS just sent a letter. While I understand that some pet owners just need humane education and respond positively, others - such in this case - do not care. ACS will assert the pet owner is providing shelter, i.e., minimum standards. However, ACS repeatedly fails to recognize that the mere presence of a dog house does not necessarily mean the dogs can access it. Does ACS *education efforts* end with the dogs suffering and dying? Like it did with the Doberman puppy they let die? In neglect and cruelty cases, just sending letters to the pet owners instead of thoroughly investigating neglect calls is unacceptable. One of the key strategies to achieve no-kill in San Antonio is to reduce intake - by any means necessary. Simply put: There is no incentive to bring in dogs that may skew the precious live release rates. The dogs that ACS allows to suffer dont give a damn about a 90% save rate at the shelter. These dogs would much prefer a 100% survival rate from cruelty and suffering. Mayor Julián Castro, you condone this suffering. Quit dreaming of the White House and step up efforts to make sure no animal suffers in our city.
