I remember a cop who made a threat like this when I was in elementary school crossing a major street. Mrs Becker, the crossing guard wasnt there that day. One of the other kids asked the cop what he would do if he did X (of an illegal nature). I dont recall the question but I remember the eyes of every kid standing there opening wide. He put fear into that kid, albeit we knew he was somewhat joking (I suppose not unlike the fear some have thinking about the consequences of hell). Someone else posted this on their wall in Portuguese and I found the American original (an older program called Southland on TNT, which I never watched). In Brazil theres some kind of legislation being discussed outlawing corporal punishment. youtu.be/Z7PS3SJ8iis
