I reported these dogs twice today both times operators refused to make a report. This last one said I would need to monitor the dogs for 3 hours to see if they were chained up that long and that it was not a violation to be tied up. I suggest that to stop this confusion take out a length of time 3 hours on a chain. As long as this is in a ordinance its a problem. I sent an email to my city council a few weeks back none responded to me directly. If you feel that dogs should not be chained up no matter the length of time contact your city council. Every city may have different laws. Check with your city.
