I said on the House floor today that the vote tomorrow represents many things; one of them happens to be the difference between life and death for civilians and soldiers alike in Syria and Iraq. Congress’s vote to authorize funding and training for the Syrian rebels will be one of the more significant votes I will take - not for the $500 million that will be spent, but for the way in which so many other things hang in its balance. One of those thing is the notion of Presidential prerogative and I think we have moved to too much of an imperial Presidency. Accordingly, I found myself agreeing with the Presidents previous unease with regards to Authorization for Use of Military Force (AUMF), and concurrently still very much disagreeing with his proposal. Unfortunately his well-expressed ideas on the 2001 authorization by Congress falls into the category of “previous” – while his actions fit into the world of now. In 2013 in reference to military authorization at the time of 9/11, the President said, “The AUMF is now nearly 12 years old. Unless we discipline our thinking, our definitions, our actions, we may be drawn into more wars we don’t need to fight, or continue to grant presidents unbound powers more suited for traditional armed conflicts between nation states. He was right...unfortunately, he is doing the opposite by using the 13 year old authorization granted by the Congress to President Bush to pursue the perpetrators of 9/11 as his authorization for use of force in Syria today. He is not asking Congress for a declaration of war. He has proposed a plan that I do not believe will work, and so for these reasons and more I took to the House floor and said the following: (Unfortunately, the clip now posted seems to be skipping and repeating itself.
