First dont use the additional revenue for handouts - use it to create jobs by putting it into bringing the nations infrastructure up to date. Secondly, provide a mechanism whereby individuals and corporations can avoid taxes by putting money into projects that will create jobs. It may be hard to envision but every time a job is created it increases the demand for labor and when the demand begins to exceed the supply wages will go up.
