I sympathise with my good friend Gov. Ahmed Abdullahi of Wajir County but admire his determination to change the county. With an allocation of Kes. 3B and half of it going to recurrent expenditure, he is left with only 1.5B to build more schools, provide access to hospitals, build abattoirs for this pastoralist community in a county that is as large as Nairobi, Kiambu, Muranga, Nyeri, Machakos and Kajiado COMBINED! In this regard his county can only take up 2 functions of devolved government. It is therefore critical for national government to facilitate such a county to develop the road network and exploit the available natural resources in order to start generating its own revenues. Without such support, my friend the Governor has been set up for failure and the people of Wajir relegated to poverty. Onward!
