I think 7 billion is too much in the current economic climate except if the delegates are not willing to talk about our predicaments. My agenda for the conference will be professional regional economy and a national plan industrialisation. Reconfiguration into zonal or regional entities and a national plan for federal civil service to adhere to national characters ie. Police personel posted to any region must do a short course in the local language atleast three months forming part of their professional portfolio. This should apply to all federal civil servants within a year. All states should have facilities to transfer or send their public servants outside their region for proFessional development and cultural acquitance including language and moeurs etc. Reenforcing national identity through regional integration should be top of the agenda.
