I think it would be a mistake to give too much flexibility to people withdrawing CPF, or to lower the minimum sum too much. It is precisely the people who need a minimum sum that want it lowered. We do not have a state pension system that pays retirement pensions out of taxes, and people have to rely on their CPF to pay them a monthly payout after they retire. If people draw down their CPF, their payouts will be lower. If for any reason they lose their CPF, who will support them? The state? That will not only mean higher taxes but it will also mean those who are careful with their money in the end subsidise those who are not. And that is not fair.
