I think that Roy is one of those people who is absolutely devoid of imagination. I dont think there is a creative spark in his body and as a result he is as dull as ditch water and can only think along cliched lines. He does not have enough imagination to be able to look at his children and be inspired by them, enough to say that they matter above all and that if he wants to make his life interesting, he could develop his relationship with them. Equally he has no capacity to put himself in Hayleys shoes and imagine what it has been like bringing up someone elses child. He is unable to see and value her inspirational qualities - just think of all of those times she has held out for Phoebes true well being against Kates chaos. I think that Lizzie is desperate for someone to lean on - somewhere to rest her head, she has been through a huge amount of grief at the same time as having to be both parents for her children. She has been wooed by Roys dull dependability because, the last thing she wants in her life now is a man who is so full of ideas and inspiration that he might just follow his mad schemes onto a roof and fall off. She rejected Ifty because he was just that, she couldnt allow herself to fall for him. Like Roy she too has only thought of herself, but I think she can be forgiven for that given what she has had to do for her children over the last couple of years, she is probably suffering from over giving and is in need of a bit of nurturing herself. She is probably confused, feeling in need yet guilty about trying to satisfy her own needs at the expense of those of Freddie and Lily. In some way then Roy and Lizzie are just looking to one another to fill up the gaping holes in their own lives/personality. Roy has fallen for Lizzie because a/ she needs him and b/ she is both creatively and financially able to put her dreams into action in a way that he is not. She has fallen for him because he is boring and wont even go on the roof let alone fall off !!!
