I think that more attention needs to be placed on the money trial - specifically how DCF is paying the bill for Justinas care. Or are they? My experience with DCF (in other states admittedly) is that the organization is very money conscious. Putting this child in Brader 5 at the cost of $2,000.00 a day would not be the first choice of any social worker - that okay would have to go up multiple-layers of administration and would take a lot of time for the bureaucracy to act on that with tons of paperwork. Unless....there is an agreement with BCH that those DCF children in the care of the hospital will have their bills picked up...specifically this particular research protocol, which part of the cost(s) of research is reimbursement for subjects in care. As part of the protocol then, BCH would then have complete autonomy - visitation schedules, etc. with DCF being the enforcer of those rules (even though the rules depart from normal DCF protocol). This way, each organization can point to the other and defer to the other if any questions are asked. Perhaps this has been through of by the attorneys - I hope so. This is why I believe the request to see the books is an important one. If DCF is not out any money, then we know who has been calling the shots here....
