I think we just say, after the first lethal shooting, officers get taken off armed beats, without prejudice (if there is no foul play) -- in other words, even if a shooting is deemed justified, the officer is removed from armed beats. I cant see any other way to put a brake on this. There has to be zero tolerance for civilian extra-judicial executions by police. This is absolutely not meant to be a punishment, in the case of justified use. Its just a (new) administrative rule. Theres an argument to be made that it would be of benefit to the officer who is relieved of ever having to kill a fellow human being on duty again. In the case of foul play by an officer, of course he gets prosecuted. And I guarantee a sharp decline in the occurance of police executions.
