Remember that Nazi Germany had an unending performance of genocide starting with policies of discrimination and isolation. For example, barring Jews from education, jobs, food, freedom of movement, burials, etc. The gas chambers were the Final Solution to genocidal practices that had been implemented for a decade. When Raphael Lempkin coined the phrase in 1943, the Jewish Holocaust was at least 10 years old. So I dont think it is inappropriate to use the word genocide to describe what is happening. It is a continuum, not just the specter of massive exterminations. I hope this is helpful.
