I thought this was a radical idea at first, because as it stands in Britain, if a party wins enough seats in the House of Commons, that partys leader becomes Prime Minister. However, I have seen in other countries with parliamentary systems people who were elected party leaders before being elected to the appropriate legislative bodies. It would not be impossible for such a scenario to take place, but if Boris Johnson really wants to be the next Conservative leader, why not try for a return to Parliament instead? What is the likelihood of David Cameron stepping down as leader anytime soon? In any event, the idea still possesses radical implications.
