The best and only effective deterrent and punishment would be to have the law read that for each dog, owned, abused, tortured or forced to fight... that the owner must be restrained (arms and legs) and forced to spend 10 minutes in a cage with a pit bull that was tortured. Each offense after that 5 minutes are added. And these wound will have to be paid for with cash, as insurance can exclude these as covered injuries.
