I voted no on the motion to recommit (return to committee) H R 1256, Swap Jurisdiction Certainty Act. The motion instructs the Committee on Financial Services to amend the bill to require that the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) rule that the regulatory requirements of a country are not "broadly equivalent" to U.S. swaps requirements if such country engages in cyber attacks or is in violation of certain Iran sanctions. The underlying bill addresses conflicting regulations on cross-border swaps caused by Dodd-Frank; it has nothing to do with cyber threats. This is a partisan procedural motion, not an actual amendment. The motion failed 194-230.
