I want to share some information I recently came across to help clarify the issue of continuing free higher education in an independent Scotland. FACT: Eu law states that if a member state offers free higher education tuition fees to its own citizens, it is duty bound to offer the same to all students from other EU member states. SO WHAT HAPPENS IN GERMANY: Currently Germany charges all students for tuition fees. However German citizens apply for and receive a grant covering tuition fees from the government, affording them free higher education whilst all other students still pay. I accept this involves a small element of additional administration but it works and is accepted under EU Law. Scotland, I am sure would adopt a similar model. Not so difficult really! A bit like the system that used to operate in UK YOU YES YET?
