I want to thank Sen Kevin Eltife who did an outstanding job during a several hour debate today in putting an end to the 21 vote rule known as the blocker bill. Since joining the Senate in 2007 I made changing the number of votes needed to bring a bill to floor from 21 votes to 19 votes. ( it only takes 16 votes to pass a bill-a simple majority of the 31 Senators, but 21 votes are needed to bring the bill up for a vote allowing only one third of the Senate the ability to stop any bill ) I campaigned on this issue as I have for 8 years as did our 8 new Freshman Republican Senators. The rule changed passed 20 - 10. One Democrat, Sen Lucio, joined 19 Republicans in this Historic vote. Im proud of the work of the Senate today. It was a cordial debate that ended in victory on an issue I believe is good for the Senate & the people of Texas.
