I want to thank you for your presence and express my pleasure to meet you to show you - and through you to the entire Algerian people - the white paper on fraud. In the political history of our country, this white paper is a first of its kind. It will create, hopefully, a precedent as a means to a healthy democratic practice that remains in our country. I so wish that its purpose was other than the fraud that has managed to disqualify the policy in Algeria. This white paper has just honoring a solemn promise to our citizens and our citizens as soon as the results of the recent presidential elections. It also comes to translate Act the commitment made to them to tell them my share of truth about the fraud that has become her only an institution born and consolidating with for only purpose to distort the political competition, allowing the regime to survive and continue towards and against all. Honour this pledge and keep this commitment were not something easy. In support of this conclusion, I need to share with you the five major obstacles draft White Paper has been facing a systematic and continuous manner. -There was first the first hurdle of the understandable fear of reprisals. The regime is customary in this way to act and you, ladies and gentlemen of the media, are the first witnesses since the free exercise of your profession often meets the pitfalls of coarse and subtle, gentle or brutal reprisals. This heavy, exhausting and, for any threat say, deterrent has helped dry up the sources of evidence direct and nominally assumed. We have knowledge of specific facts, consistent and credible testimonies and detailed reports contributing to establish that during recent presidential elections fraud reached highs because of its magnitude, complexity and sophistication of its methods. In these circumstances, the white paper could not be State of all these facts, these stories and these reports without wearing the heavy responsibility to designate their authors to the condemnation of the politico-administrative unit and expose its most severe punishment. -There was then the second obstacle of the omerta, this law of silence that produces malfeasance organized under all the heavens of the world. Fraud is not an act insulated; It is not even a set of acts isolated from each other. It operates in organized system. And each unit and each party to this system is firmly held by this omerta, this law of silence that nobody would dare violate. Republican institutions as well as national and local governments operate within this system and used to lubricate all its mechanisms of high precision. Hundreds, or even thousands of elected officials and executives, including officials of the Nation used this system and are perfectly aware of the operating mode. Their soul and conscience, they know that fraud is the engine of the Algerian political system and that they accept to be the essential workings but that the law of silence to which they are subject is stronger than their resolution, their desire and their conviction. They too, are victims of this system who does not know thank you. Let me, however, to announce it today these testimonies will eventually see the day and when the true story of the last presidential elections will be written, they reveal, if not in this generation, at least in the generations to come, that its results will have been the product of a fraudulent operation never equaled in the modern Algerian State. -There was, in addition, the obstacle of absolute opacity that characterises our electoral processes. You, men and women of the media know something. Everything that concerns closely or from afar the preparation, organization and the completion of the electoral process depends on State secrets best kept. Remember with me the sad episode of the futile diplomatic controversy that opposed our country to the European Union about the advertising of the electoral file. In all countries of the world, electoral files advertising is a depressingly commonplace as they are known to all and even accessible to all. Here by I dont know what perversion of minds, participants of the national sovereignty and the security of the State. Not less. -In addition, there is the magnitude of the task. In all democratic countries whenever an electoral fraud, it is usually confined to a definite situation and consequently its treatment is easy.
