I was denied entry to public tour of National Diet Building. Guidebooks and even their own website says an English language brochure is available and foreigners welcome. Its important to point out the difference between etiquette and heartfelt politeness in Japan. Everyone gets treated with respect. This is simply etiquette which may not have heartfelt acceptance behind it. Sometimes I get the feeling that foreigners are welcome in Japan so long as they stick to touristy things and remain socially excluded. For instance mobile data service remains prohibitively expensive unless you have an alien registration card. There are a couple schemes for public wifi through FLETS and Starbucks hotspots. Ive tried both and they do NOT work despite jumping through all the registration hoops. Whatever...
