I was gladdened to see Tomi Bowling try something new with regards to land use and your community last night. The idea that from time to time —and perhaps for long spells — communities or cities should declare an absolute building moratorium is not new nor is it reactionary. It is a perfect response to a situation where you have an overbuilt sector, such as retail-oriented commercial architecture. Before I was a weekly columnist at CityWatch, I wrote about this three years ago in a piece that was re-printed there. The reaction to it within City government (the piece originally appeared at my own site) was compelling enough that I soon became a columnist there. The concept falls under a stripe of planning activism known as Banana — Build Absolutely Nothing Anywhere Near Anything.
