I was talking with a retired Commission on Audit officer last month in Tacloban. I asked him why COA seems inutile in curbing corruption. His answer was because the pre-audit function of COA has been stopped. Meaning, COA only conducts audit after the fact or after the money has been spent or the project has been completed. It no longer conducts audit before the project commences. So what happens is they only uncover anomalies after they have been completed -- kapag nanakaw na ang pera. If there was still pre-audit, they can actually prevent anomalies like this from happening.
