I welcome and congratulate the appointment of Sulog Chairman Orlan Ravanera as the environmental ngo representative to the City Mining and Regulatory Board (CMRB). The integrity of Chairman Orlan as an advocate of the environment is perhaps beyond reproach as both his personal and professional ties do not bind him to any business or political interest in mining or quarrying. And together with Edwin Dael of CLENRO, they have both been in battlefront, facing armed goons of loggers with the other members of Task Force Macajalar, even before Facebook came into being. It is also timely for the CMRB to publish all those who are engaged in mining and quarrying business in the City, whether or not they are extracting from a public or private source. After all, a land title grants only the metes and bounds of a property. The State retains ownership of what is above and below it. It is also noteworthy that the very barangays which are the sources of aggregates have not truly benefited from these enterprises if one were to judge by the state of their roads. And probably it is best for political and barangay officials to be more imaginative in creating personal wealth. We are human and one cannot be a regulator and a permittee at the same time. It is said that No one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both God and money.
