I welcome this ruling, but I feel like the problem still not being addressed is the very notion that the police somehow have the power to stop and frisk someone walking down the street without any verifiable probable cause. The existing framework creates a situation in which the flimsiest of justifications can be asserted to justify a stop-and-frisk, something that is true whether or not the program is discriminating on the basis of race.
