I wonder how many occurrences of this type of RUT-ROHism have taken place over the years? The most comparable example that comes to mind right now is Pearl Harbor. Military intelligence(a glaring oxymoron) received advanced warning the Japanese navy was headed this way. However, because it wasnt taken seriously at first, the Japanese accomplished their goal. Also, it is believed there were some in our government who wanted the U.S. drawn into the war for economic/political reasons, and such an attack on American forces would accomplish that goal. Who knows? Was it incompetence or the means to an end? Just for the record, its my belief that allowing the Boston Marathon bombing was pure incompetence and not based on a political agenda within this country.
