I would like to highlight this real quick. Washington DC has been having a serious problem with downgraded paramedic vehicles and understaffing. During the Navy Yard stuff.... we had one medic on duty. And once they had their first patient in the ambulance, they were occupied. It is not that they are unable to attract skilled paramedics, it is that the current Washington DC Fire Chief feels what we have is adequate, and that it is totally cool that in a city of 600,000 people (more than that during the work day) that there is only one medic on duty.
