I would like to see Congress do something before the mid-term elections. Enact a law. Lets call it the Black Badge Law The law would make it a felony for any law enforcement officer to commit any type of bodily harm against any unarmed passive, restrained, incompacitated, mentally disabled, or citizen that is not violating a law, ordinance of any State, County or Muncipal Authority. also any detained or arrested person in violation of a State, County, or Muncipal Law cannot be harmed if they are not resisting arrest or have been restrained from do so. To do so would be a felony punishable by imprisonment for a term not to exceed term amount of time cureently on the books for the same type of crime a citizen would face. Also any Officer proven to be in violation of this law would subject the citizen of his/her employment to a civil law suit in excess of 2 million dollars. Also any Officer who incurs more than three proven citizen complaints should be dismissed from further employment.
