I would say this is a fair view of the situation in Egypt. There has been a consistent pattern in the military-dominated state since 1952. Certainly Sadat and Mubarak, on the whole, were less repressive than Nasser was, but both men wavered between openness and repression. But Sisi has a broader base of support than any of them given that liberals, leftists and religious conservatives all supported the coup. Were Egypt a constitutional monarchy today, the problem would be less complicated as everyone would be required to sit down in Parliament, period.
