I wrote this why is so hard Arizona Immigration Challenges: Control incoming illegal immigrants from crossing the border into Arizona. Diffuse the current market for human trafficking into our state. Diffuse current fear of civil rights and racial profiling. Eliminate both the profitable business of forged documents and human smuggling and drop houses. Eliminate deaths and human suffering currently in crossing into Arizona’s desert south border. Eliminate environmental devastation. Reduce cost for medical care for illegal immigrants Reduce strain on the budgets for Schools Returning Service men and women with post-traumatic stress disorder Create opportunity for state control of legal immigration. Create state control and revenue from immigration wages. Create better relationship with Mexico to assist in eliminating Drug Cartels and create business and better living conditions in Mexico by assistance in forming real solid non corrupt government. How do we secure the border? Secure Border: • Towers - observation towers manned and robotic surveillance. • Arizona National Guard to be included in Border Patrol. Screened and trained by Border Patrol. Upon completion of proper training assigned as part of the Border Patrol teams. • Create horseback border patrols via Arizona Rangers. • Utilize Arizona Air National Guard and Arizona National Guard as part of their monthly obligation same as deployment to terrorist battle fronts • Use of Apache Helicopters via Arizona Air National Guard • Use of drones in a positive way • Concrete Block and fence businesses donate materials for border wall, Federal government to offer tax incentives for donation. Is a wall really the answer? No, walls have never been the answer; however it is part of the solution. If every manufacture of concrete block and fence materials would donate product we could secure this border. Federal incentives on tax breaks could encourage the donation. The actual construction could be done by incarcerated illegal while serving their time to re-pay their debt incurred. Should there be blanket Amnesty for all? No, Create State run offices in each county number to be based on population density; as well as state run offices across the border for legal immigration. Part one: State run offices on border. To diffuse the organized and profit business of human trafficking allow immigration through state run offices where candidates will be fingerprinted, screen by both Mexican and US Police agencies and FBI records. Candidates must also have a sponsor and work agreement documents prior to border crossing and payment for processing fee which should eliminate the “coyotes”. Upon approval they will be given an Arizona ID card, temporary visa and work permit. Once the candidate arrives and obtains work they must use that ID number when filing employment papers and pay Arizona state taxes. Each Candidate will be required to check into one of the state offices in their county. If an immigration applicant is clear for a period of three years they can apply for citizenship and must complete current immigration requirements at one of the state offices on the appropriate day matching their last name, sponsors must appear with the applicant. What about those current workers using incorrect Social Security and tax ID’s how will this effect our economy? First, a percentage of the workers have been paying taxes, just on a wrong number so their benefits will not be valid until they get the correct Social Security card and will begin at that time. Many claim 15 dependents; they will have to submit proper paper work to obtain the social security card and State Tax ID. Second, the workers that are day labors and get paid by cash, will have to have a work/job reference in order to remain valid with the work visa, this should increase the tax base by a sizable amount. What’s wrong with the current Immigration process that it seems to not work now? The current federally run program is too time consuming and cumbersome to take on a massive influx, this program would expedite the process and create state jobs at the same time. Would state run offices really be better than federally run INS program? This program would not replace the INS immigration process; this program would break it down into more manageable bites if you will. The applicant would be first screened through the state offices, then after three years the applicant would be able to apply for the INS program. By creating an easier method with a fee the state can actually pay for the state run offices. The fee may be in fact cheaper than the “coyotes” fee. The Arizona State Bill 1070 specifically states that suspicion of being illegal can not be the reason for a law enforcement stop. Will this lower the drain on the Hospitals and Schools budgets? If each of the migrant workers becomes a productive citizen in our state the increase in actual wages and taxes will provide additional cash flow within the state. Hospitals and Schools should be able to have better information on population growth in their respective are to better plan during their budgeting process. What about Welfare and other state benefit programs how can they be affected? Again if all workers are now paying the state taxes accordingly the increase in tax base should provide a balance to their respective budgets. Will this stop illegal immigration completely? No, it will separate the groups those that want to come here to work and become a citizen. Those that only want to come to work and return to Mexico frequently and finally those that come across the border illegally may be the criminal element. What about the returning veterans with Post Traumatic Stress Disorder? What does this have to do with Border Security and Immigration? Many men and women are returning unable to find jobs, unable to rejoin society and adjust to everyday life. If we were to have two plans in place we could offer these men and women a much better chance to adjust. First, for the National Guard service men and women make it part of their tour of duty to serve 12 months deployed and six months on the border with border patrol. In most cases they have had the training and therefore learning curve will be minimal and this allows for six months of adjustment before being thrown in the fast pace of life. Second, for the enlisted service men and women offer them either the same program of 12 months active deployment and six months on homeland borders ( all borders including customs at ports, etc.) or offer them a bonus and instant job with U.S. Customs and Border Patrol for one year. Again this service will help our country and those who have served us. How can we assist Mexico and why should we? Mexico is our southern neighbor; how bad can it be that the government is encouraging its citizens to leave? Mexico has hard working people, a great history or proud people. They come here to improve life for their families, economic refugees. If the US would gainfully work with the Mexican government to clean up the Cartels, establish a real worthy group of leaders and build businesses many Immigrants would return home. Mexico has many natural resources such as off shore oil, fisheries, farming, etc. Many US plants are in Mexico but are restrained my fear of Cartels and corrupt politics. Imagine if we brought home our men and women and businesses in other parts of the world and focused on our southern neighbor how much it would improve our border security, our businesses, our own natural resources, our trade both import and exports.
