IAS, IPS transfers PIL- hearing to continue tomorrow Hearing in the PIL filed by the social organization People’s Forum challenging the extremely rampant transfer of IAS and IPS officers in UP against the rules shall continue tomorrow (21 August) before the Allahabad High Court, Lucknow Bench. Bulbul Godiyal, Additional Advocate General for the State government opposed the PIL saying that it was filed by Dr Nutan Thakur who has been asked by the High Court to deposit Rs. 25,000 before filing any PIL while the petitioner’s counsel Asok Pande presented another High Court order which said that Dr Thakur can file any PIL as convener of People’s Forum. The bench consisting of Chief Justice D Y Chandrachud and Justice D K Upadhyaya directed the matter to be heard tomorrow. The petition says that the IAS and IPS Cadre Rules amended on 28 January 2014 stipulate a minimum term of 2 years for all IAS and IPS officers and only in special circumstances an officer can be transferred before this period, after having specified the reason for doing so while this rule is being regularly violated in UP and hence seeks action against those who are violating this Rule. The petition cites dozen examples of rapid transfers of IAS and IPS officers
