IN THE NEWS: The Free Mobile Disaster Alerts Act, signed into law last June, can save lives and minimize damage if it is enforced now, Bayan Muna partylist Reps. Neri Colmenares and Carlos Zarate said as typhoon Ruby battered Eastern Visayas and some parts of the county. The Free Mobile Disaster Alerts Act, whose implementing rules and regulations have yet to be drawn up, requires all telcos to send out text or MMS messages to all subscribers of the impending calamity, the required preparation, the address of the nearest evacuation centers, and the location and schedule of relief distribution. Under the law, in the event of an impending tropical storm, typhoon, floods, tsunami, or other calamities, mobile phone service providers are mandated to send out alerts at regular intervals issued by the National Disaster Risk Reduction Management Council (NDRRMC), Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), Philippine Institute of Volcanology and Seismology (Phivolcs), and other relevant agencies.
