Grievances of long neglected sections like development functionaries in villages, elderly and destitute women, will be addressed. Land records will be digitised and a National Panchayati Raj Commission set up. We propose a Universal Pension Scheme for the elderly, destitute, widows and other similar groups (based on certain exclusions). Will ensure 100% digitisation of rural land records to ensure transparency in land titles. We will expand the current Pradhan Mantri Gram Sadak Yojana to ensure all-weather roads connect all habitations with a population of 125 persons or above. A National Panchayati Raj Commission to bring Panchayati Raj functions in line with the Constitution. A legal and institutional framework for drinking water and water for irrigation. Will support Self-Help- Groups, set up more branches of the Bharatiya Mahila Bank and assist the poor in setting up small businesses. Adequate compensation will be provided to Anganwadi workers, Auxiliary Nurse Midwives and ASHA workers.
