INSECURITY ANYWHERE IS A THREAT TO PEACE EVERYWHERE- IF THE CAUSES REMAINED UNATTENDED SUFFICIENTLY. Such structures can be identified at several levels ranging from the global through the regional, the state, and finally the local level. For a growing number of people, the failure of the state system such as failure to provide excellent healthcare and Medicare to their citizens and of the global market to facilitate human security has resulted in the expansion of the so-called informal sector, beyond the reach of the formal institutions of state. (Thomas and Wilkins, 1999) Adam Smith, for example, in The Theory of Moral Sentiments, mentions only the security of the sovereign when he asserted that: Who possesses a standing army to protect him against popular discontent, and is thus secure and able to allow his subjects the liberty of political remonstrance. It is also a truism that this theory continue to disappear in state system failing to multi – integrate the human security together with the national security architecture. The present circumstances is clearly visible in the present region around West Africa facing the EBOLA biologically threatened warfare violence. And with the introduction of new technology such as Drones, modern Warfare tactics of cell terrorism and guerrilla-Chibok-hostage weaponry becoming relevant as common strategic intructions into national or state oriented security, of which their impacts far out weight a standing Army without proper equipment like the case of Nigeria v Boko Haram militants or West Africa v Ebola Biological Warfare systematic violence against unarmed and unprovoked citizens. Similarly, inadequate human intelligence by the state system will render a standing Army to be worth only rethinking, against real threats to national security issues. For example: Nigeria as a state system is adequately equipped with the right resources provided to the rights minded and properly trained personnel who have at hearts the urgency of national security and understand the universal responsibility to protect against insecurity including the highly likely potential threats of our nations insecurity to others nations, surely, Boko Haram could have been defeated. The most problematic threats to national security, is the potential threats of not adequately dealing with internal insecurity in time and the result is unprecedented humanitarian situation which to reasonable extent can provoke our partners humanitarian intervention as a necessary and proportional means of achieving a legitimate aim; in particular, protecting their investment in one hand and securing the locals from human rights abuses doing so to the extent of undermining national sovereignty. The aforementioned assertion taken further give premise to the issue about the dilemma created by modern day state nurtured insecurity. The inability for any government not to deal with insecurity in his own backyard has its toll. The loss of political authority, the threats of international lead interventionist, the economic loss to the nation and the social cultural hardship. The only state recourse to resolve insecurity in the current climate of insecurity, especially in Africa and regionally is for West African Government to develop a strategic plan that directly copy the US led Marshall Plan against the Communist East that assisted to sustain the whole of Western Europe during the Cold War times. For example: citizens do not need to take to the street of Abuja before the government realise that, the 250, 000, 000 million population of Nigeria urgently need better healthcare system or facilities and world class medical research centres, good homes, and stable electricity in the time of modern technological innovations in particular, where nearly everyone has access to mobile phone but are been cheated by calculated restricted usage which put the customers to suffer detriment from their hard earn cash spending maintaining those fashionable toys which cannot deliver the potential and opportunity because of lack of access to stable electricity. Therefore, Nigerians must unite to condemn the atrocity of Boko Haram and it successes in some part of Nigeria and stop saying or employing phases like “Muslim killing Muslim”, “Boko Haram is Northern problem” and failing to express the humanitarian needs of the families who suffer the loss or get grip of the person to person vigilant. It is about Nigeria as an entity, Nigerians hold Nigeria the responsibility to protect that nation. It is necessary to assist the Government in every ways rather than use the Boko Haram crisis as a political scorecard. If Boko Haram were allowed to stabilise in the Northern Nigeria, it would invade the Yoruba States system because of the shared interest of highly sensitive Muslim population where they would find sympathises and porous state borders, but Boko Haram could face more difficulty attempting to move East or South-South quite easily but that does not implies that, if Boko Haram want to strike in the hearts of any state in Nigeria they could not, of course they can as Boko Haram has increases it numbers of suicide female bombers in recent time. It is such intention that would breed the civil defence mechanises which eventually would breed warlordism and territorial borders civil defence which eventually will could cut off the Federal Defence system. Boko Haram is growing cell around Nigeria, if Boko Haram is not defeated quickly with the election upcoming, millions of Nigerians will not be able to exercise their rights to cast their votes because of M. This is part of the usual responses, less we forget what happened last Christmas. We must all unite to make it extremely problematic for Boko Haram to win this Christmas. The ability to strike any place around Nigeria by Boko Haram is more and more increasing because of failure of human intelligence against Boko Haram and the recent progress Boko Haram had made to acquire heavy weaponry and increase their suicide bombers is astonishing. Collective security paradigm provides some basis for answering the challenges posed by the common pathologies of Boko Haram. As one writer put it, that such situation calls attention to the necessity for a coordinated approach on the part of multiple actors (including residents and groups within the state itself) that simultaneously can deal with an array of present and future threats. At a minimum, this requires effective efforts to develop public-sector and private sector alert indicators to help sensitize the civil society safety. Boko Haram is no longer a cause, is a threats to international peace everywhere. Boko Haram is no longer a Nigeria organization, and not just a Northern threats but threats to Nigeria as a whole and international community to the effect that Boko threats to peace in Northern Nigeria now constitutes threats to peace everywhere. It must be stop! Boko Haram menace affects the fundamental human rights to life of those lives it took each time by bombing. It attacked on common human being around Nigeria must not longer attracts Amnesty to those involves for reasons of it aims and objectives aligning with International state to create insecurity and maiming of innocent. This Christmas Nigerians must not allowed Boko Haram threats steal our joy and not to allow our suspicious overcome our true love and friendship with those who do not share our religion.
