INTERNATIONAL DAY OF PEOPLE WITH DISABILITY December 3rd is annually observed as the INTERNATIONAL DAY OF PEOPLE WITH DISABILITY promoted by the United Nations since 1992. Its observance aims at promoting an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. The theme for 2013 is BREAK BARRIERS, OPEN DOORS; FOR AN INCLUSIVE SOCIETY AND DEVELOPMENT FOR ALL. People from many countries worldwide participate in one way or the other in order to promote the International Day of Persons with Disabilities. Events like; public lecture, art exhibitions etc, are done to observe this day. On October 14, 1992; the UN General Assembly proclaimed December 3 as the International Day of Disabled Persons. On December 18, 2007, the name was changed from International day of Disabled Persons to the International Day of Persons with Disabilites, which was first used in December 3, 2008. At least 10% of the worlds population, or 650 million people, live with a disability. 20% of the worlds poor are disabled. The percentage of children with disablities not attending school is extremely variable and is between 65-85% in some African Countries. Mortality for children with disabilities may be high as 80% in countries where under five mortality as a whole has decreased to below 20%. In many low-income and middle- income countries, only 5-15% of disabled people who require assistive devices and technology have access to them. The Millennium Development Goals (MDGS) are to address the worlds poorest citizens and the worlds most marginalized populations by fostering collaborative action in key areas - poverty, education, health and the environment. The MDGs do not explicitly mention disability. Considering the challenges, it is vital for the global community works to mainstream disability across all development sectors. Disability-Incl usive MDGs would serve to breach the gap on the Rights of Persons with Disablities, which reaffirms the need to promote and protect the human rights of people with disabilities in civil, cultural, economic, political and social life.
