ISIS have declared a Khalifah They are not the first to do so and nor was it their first time. As their leadership is clandestine, their structure shadowy, area of land scattered and reality on the ground murky what is required are those who are aware of the matter of Khilafah to examine them directly and relay this to us. If it is indeed a State then they are to be examined on four matters: 1. Authority, 2. Security, 3. Implementation and 4. Baiyah Contract. I have no real or direct access to that reality and number of second hand information has come to me that requires further scrutiny. I have read the full report-declaration of Abu Muhammad al-Adnani effectively arguing that while every structure of the state and societal norm was completed without the need of a Khalifah and what simply remained was the necessity of appointing the Khalifah? Hence at present I refrain from commenting on their sharah legitimacy or illegitimacy until the information dictates otherwise. However, I say this with no taassub that the one partys official response that I do look forward to examine is of Hizb ut Tahrirs. They have been sincere to its call for Khilafah from its inception and true to its method of ijtihad in all of its ahkam and tabanni. They are one party that has written extensively upon the subject of Khilafah, and these scholarly works are available for us to read. Their awareness, study, diligence and concern for the Ummah at minimum requires any daee, whether in agreement or disagreement to them, to also examine their official response.
