ISLAND: TRINIDAD & TOBAGO EMPLOYER: THE ACCREDITATION COUNCIL OF TRINIDAD & TOBAGO (ACTT) POSITION: ACCOUNTANT - PROJECT AND PROCEUREMENT (ON CONTRACT) JOB OBJECTIVE The Accountant - Projects and Procurement is required to monitor the financial and organizational progress of The Accreditation Council of Trinidad and Tobago’s (ACTT’s) development projects; to review compliance to project guidelines; to prepare budgets, progress reports, revenue forecast; and to oversee the Council’s procurement function. (S)he will report directly to the Director, Finance and Administration. DUTIES AND RESPONSIBILITIES • Facilitate the implementation, monitoring and evaluation of all projects undertaken by the Council; • Manage the sourcing of consultants/contractors (local and/or international) to implement development projects; • Liaise between ACTT and its consultants/contractors for quality assurance of projects and to ensure timelines are maintained; • Implement and manage project changes and interventions to achieve project deliverables; • Develop project specifications, analysis and budget estimates in collaboration with the relevant department, for the Executive Director’s and Board’s approval; • Manage the Council’s PSIP projects portfolio; • Prepare monthly progress reports on all grant funded projects for timely submission to the Executive Director, the Board and the line Ministry; • Collect and compile all project related financial information for performing variance analyses on project costs; • Represent ACTT at monthly PSIP meetings held by the line Ministry; • Prepare annual PSIP and other grant funded budget estimates in accordance with Ministry of Finance requirements; • Oversee and guide the procurement function in accordance with best practice and the Council’s policies; • Develop and maintain complete and accurate fixed assets register for audit purposes; • Assist in the preparation/review of the Council’s accounts and financial statements and year end closing exercises; • Perform any other relevant duties as requested.
