ITIL definition of service is ok for rental and leasing business, for example a person renting a boat understands this definition quite well. (In case you have forgotten it: A means of delivering value to Customers by facilitating Outcomes Customers want to achieve without the ownership of specific Costs and Risks.) In that context the service portfolio makes great sense, you retire old boats and get new ones. IT service is completely different in nature. You cannot free customers from the ownership of costs and risks and you cannot retire old services if the business still needs them. IT service can be seen as three components: service proposition or promise, service system and service act. The IT customers are interested in the promises and their fulfilment, much less with the service systems. I agree that the service systems do have a lifecycle but it is not very interesting to the business. The lifecycle of service proposals is a different thing, it is very close to business needs and IT has very little control over it. In some cases even the business cannot control it as all depends on the market and environment.
