Id like to try to show you what the job of Supervisor entails. True, like Eric Peters says, you can do as much or as little as you want to do and it IS a half time job. However, Id like to say that my supervisor loved his job and intended to do it to the nth degree. For those who were not tuned in to this site at it’s origin we would like to repost the delivery that Tom Breslawski made at the Republican committee meeting when he and Eric asked for the Party’s endorsement. Tom wants everyone to know that none of this was accomplished without a lot of help and support from many people and they are too numerous to name here. ‘“Good evening everybody. As you all know, I’ve been the Hamlin Town Supervisor for the past 16 months and am here tonight to ask for your endorsement to seek election for another two year term. I feel like it’s been a whirlwind time here in office, and that’s a good thing. With the help and concurrence of the Town Board I’ve been able to accomplish many positive changes throughout the Town. I’m going to take a minute to go through a few of my accomplishments of my current term; In the Budget and Fiscal areas, I have; Worked on and contributed to the successful completion of 5 Town Budgets, four as Councilman and one as Supervisor. I currently serve as the Town’s Budget Officer and Chief Fiscal Officer. Introduced a policy of reducing salaries across the board on new hires to reflect their experience level. This is something that’s done in the private sector, and I introduced it to the Town. These reductions saved approximately $29,000 in tax dollars in the first year alone, with no reduction in services. I increased scrutiny over the monthly bills, instituting a policy of asking each Board member to review all bills on a monthly basis. Each month that I have been in office at least 3 Board members have reviewed the bills, and most months it’s been all 5. I have reviewed each and every expense to the Town since taking office in January 2012. Councilman Goodrich and I worked with the Town of Parma to come to an Intermunicipal Agreement for the use of our Municipal Kennels that currently brings in $2,000 in revenue annually, guaranteed. I worked with Paul Kimball in Clarkson to combine the Building Inspector/Fire Marshal duties between our Towns. This alone provided a savings of $25,000 per year in salary and benefits, plus additional savings on equipment and telephone services, and increased office hours for the department from 30 open hours to 35 each week. I interviewed a grant writer, followed up by scheduling a presentation to the Town Board and recommended hiring the firm. They are currently working on grants for Recreation, Records retention, Library construction, appliances and several others. I worked closely with the Library Trustees and the grant writer, including several meetings, many phone calls and dozens of emails to provide information, background and coordination on our Library Construction Grant. This resulted in the Library being approved for a $466,000 construction grant. The largest single grant that the Town has ever obtained. In the area of publicity and public accessibility, I have; Maintained daytime and evening office hours, plus telephone and email communication 7 days per week, averaging 30-40 hours per week of work, or and sometimes many more. Used the Town website and press releases to the newspapers to inform the public of items of concern or note going on within the Town. Built a working relationship with the Democrat & Chronicle and Hamlin Herald and their reporters, as well as TV news channels 8, 10, 13 and YNN to increase visibility, coverage and prestige of the Town of Hamlin Established Town Hall Monday Nights as a way for our residents who work out of Town to have access to the Town services that they deserve as taxpayers. Currently, the Recreation, Assessor, Building and Town Supervisor offices are open late on Monday Nights. The Justice Court also shifted one of their Court Nights to Monday as well. All of these increased services are provided with no increase in cost. Provided each and every monthly Town Board meeting agenda to the website for publishing 10 days before the meeting date. Moved the Hamlin Town Code to an easier to find location the website and worked with the Building Inspector to create improved forms online for all Town departments. In the area of public safety, I have; Worked with Fred Rion and County Executive Maggie Brooks during Hurricane Sandy to declare a local state of Emergency. During this state of emergency I successfully advocated for the Hamlin Town Hall to be selected as an emergency pick up site. I personally staffed the building until after 2 am, worked with the County to coordinate free RTS Bus transportation to residents and insisted that they open up a Westside emergency shelter, as the closest place for Hamlin residents to seek shelter would have been Brighton. I received the appreciation of both Fred Rion and Maggie Brooks for my efforts, and in fact I was the person providing them with updates of the conditions on the Westside prior to their press statements. Following Hurricane Sandy, I addressed the communication problems that the County emergency telephone system had in communicating with residents along the lakeshore by designing an emergency instruction reference magnet and arranging for it to be delivered by our Conservation Board members to all lakeshore residents so that they have clear and concise directions in the event that another emergency take place. I regularly communicate with the Sheriff C Zone Office and have dealt with individual residents concerns, as well as facilitated neighborhood meetings to discuss and address problems such as illegal ATV operation, noise and vandalism, and burglary, to name just a few. I’ve addressed traffic concerns with New York State, including requesting traffic studies, asking for larger, more visible stop signs, and requesting special patrol details on some areas of Town where chronic speeding and reckless driving were occurring. From the perspective of Town Hall, I have; Met and communicated regularly with Department Heads and Town Hall employees by telephone, in person, or by email to advise them of items of business pertinent to their department. Maintained Office hours during at least four days per week, although I frequently spend portions of 5-6 days per week. Handled several highly sensitive personnel issues in a professional manner, with respect for employees and residents privacy, while at the same time protected the Town against retaliation. In the area of Military Veterans, I have; Re-established the Hamlin Heroes program, complete with resolutions of appreciation for our residents who serve in the military. Worked with Monroe County Veterans Services to schedule a Veterans Outreach Program this past March in the Maier Lodge. Established the Veterans Services portion of the Hamlin Website. Worked with Honor Flight to publicize the free services that they offer to residents of Hamlin who are veterans of World War 2 and the Korean War. In the area of Other Levels of government, I have; Maintained an excellent working relationship with State Assemblyman Steve Hawley, Senator George Maziarz, who was our former State Senator, and established an excellent working relationship with our new Senator, Joe Robach. I am a member in good standing of the Monroe County Supervisors Association. I am a member of the Monroe County Recycling Advisory Committee, attending monthly meetings and contributing, while using the opportunity to further publicize activities in the Town of Hamlin, such as Earth Day at the Park, to other areas of the County. Established a good working relationship with Monroe County Water Authority, particularly Executive Director Nick Noce and Deputy Executive Director Bill Carpenter, who I have lunch with on a regular basis and have golfed with as well. Worked with the NY State Parks Department, specifically Rich Parker, Regional Director and Jay Bailey, Hamlin Beach State Park manager on several collaborative projects, including a possible joint sewer district and the Parks Service Master Plan improvements. I am a member of the Hilton, Hamlin, Parma, Greece community group, meeting regularly with government officials, school district representatives and other members of public groups in a setting designed to brainstorm and foster cooperation between communities. Worked closely with officials from Hamlin, Walker and Morton Fire Departments and Districts in the consolidation effort, forging and re-enforcing a working relationship and spirit of good will between the Town and the Fire Protection Community. I was specifically in charge of facilitating the historic Joint Town Board meeting between the Town’s of Hamlin, Kendall and Clarkson that consummated the merger between departments. I’m on a first name basis with our County Executive Maggie Brooks and County Legislator Mike Rockow and work with them on any local issues that may arise. I’ve spoken to and represented the Town of Hamlin before the Hilton, Hamlin, Parma Chamber of Commerce each year in office. I also have an excellent relationship with Cheryl Dinalfo, our County Clerk, and, in one of my proudest moments, was the subject of her nomination speech, where she cited the youth, family values and spirit of public service that I have shown in my position as Town Supervisor. This took place during the Monroe County Republican Committee nomination meeting last spring and drew the attention of my fellow Town Supervisors and was a proud moment not only for me, but for the Town of Hamlin. In the day to day operation of the office, I have; Prepared several email updates per week to the Town Board concerning all issues to come before the Town so that they can be well prepared for each upcoming meeting. Created the monthly Town Board meeting agendas, as well as agendas for all Special Town Board meetings, public hearings and Zoning Review Meetings, researching all topics on the agenda in preparation to answer any questions that may arise from the Town Board. Presided over more than 50 Town Board meetings, interviewed dozens of candidates for jobs, including preparing a hiring strategy and time line, scheduling interviews, facilitating interviews, writing interview questions and follow up letters to applicants. Read and respond to letters and emails from residents, other elected officials and Town employees on a daily basis. I handle all my own clerical work, make copies of pertinent documents, write letters and answer my own phone. Finally, as a member of this committee for the past 8 years and a lifelong Republican, I have, Supported all our elected officials Sold tickets and pushed all fundraisers, I’ve often been the leading ticket seller Helped to put up and tear down the Carnival booth Walked in the parade each year, except for the year when I volunteered to drive the tractor Staffed the Carnival booth each and every available day, often for much longer than scheduled Worked to promote the Republican Party in every way possible.
