Identification Right now were trying to do too many things with ID, working at different levels. Heres my proposal for a rationalization of ID requirements. U.S. Citizen Card: All US Citizens are to be issued AT NO COST an identification card. The card will display only U S Citizen, the name of the citizen, and a picture of the citizen. The card will not display enough information to be of much use to an identity thief. The card will hold, electronically, the finger prints and other identifying information. The card may be used to access a database of U S citizens, but the database will only return whether the card is valid or not. The database will not include the identifying information other than the name and picture. The U.S. Citizen Card is the only identification required for federal elections. States and local governments may choose to use the same card, or may implement their own identity requirements as long as those requirements meet judicial challenges. U.S. Residency Card: All those granted residency in the U.S. will be provided a residency card. It will look similar to the U.S. Citizen Card except is will say Legal Resident and will include an expiration date. The card will hold other identifying information electronically as well as information about the residency class. As with the U.S. Citizen Card, the database that validates the card will not hold this information. Other databases necessary for administration of residency programs may hold additional information. Visa: All people allowed in the Country from a foreign county with a passport will have their passports stamped with a visa. The visa will include the date the visa expires. Canadian Passport Card: Canadian citizens are allowed in the county with a passport card. All individuals in the United States must have one of these four pieces of identification available. The only people who are allowed to ask for this identification are immigration officers, poll workers at a polling site, and police officers AFTER arrest. (Note that arresting someone merely to view their card make the officer and the arresting jurisdiction subject to false arrest lawsuits.) Work Permits: The Social Security administration will issue work permit cards to all those authorized to work in the United States. This includes U.S. Citizens and some U.S. Residents. The card will have the individuals Name, Social Security Number, Picture, and expiration date, if any. Additional information may be embedded electronically. The card will be connected to a database which will return whether the card is valid. As with the other cards, other information is not available by hacking the database. The only individuals who are allowed to ask for the Work Permit / Social Security Card are people hiring the worker. The I-9 form will be modified so that the only identification requirement for employment is the federal Work Permit. U.S. Passports and Passport Cards will still be available for those who wish to leave the country. Those are unchanged, but cannot be used in place of the above cards.
