If Harper is passing the buck to BC to reject Northern Gateway, and, If Harper gets his Foreign Investment Protection Agreements (FIPAs) passed into law, and, If BC rejects Northern Gateway, then, Whereas, according to FIPA, any Canadian government whose actions are found by secret foreign tribunal to have resulted in a foreign corporation not achieving its expected profits could be found liable to pay damages to that corporation, then, Stephen Harper would have off-loaded his governments FIPA liability onto the government and taxpayers of BC, and, If China follows through with their plan for their state-owned oil corp to buy a large part of Northern Gateway, then, BC, not Canada, could be paying Millions or Billions of dollars in penalties to China.
