If I were a King, every couple must pass the financial test if they want to have a child. Parents who give birth to a child without having enough money will be put to jail. And also be sterilized for lifetime, to prevent another mistake. Their kids will be given to another wealthy family and properly raised. No children will be raised in poverty. They all will be given good education, healthy food, and a warm loving home.
