You want someone to take tough decisions and that tough decision cannot be on price? A classic example is Sheikh Mohammed s decision on Road tolls. It has increased the road efficiency by miles in the last few years. But when it came the local news papers were full of articles expressing shock. ( mostly by expats). Now it is a pleasure to drive in Dubai. Till 2006 Qatar had the worst road accident death history. Landing at Qatar in 2007 I was shocked to see signs dont drive on the wrong side of the road . It has all changed since the The ruler implemented astronomical fines on traffic violations. For example jumping the red signal would make you poorer by QAR 6000. Qatar has the maximum fines for traffic violations. When I left Qatar in 2011 I could vouch for the safety aspects of Road driving. The death cases reduced and now its one-fifth of what happened few years ago , despite the explosion in population. It takes 2 years to assess the value of a new govt initiative. The intent behind the initiative should be honest , alas, that wasnt the case when congress ruled.
