If it wasnt so tragic, it would have been funny. Im talking about Omar Abdullahs defence when accused of the poor handling of the Kashmir floods. He pointed out that none of the other disasters that had taken place in India had affected the capital city. The Gujarat earthquake hit far-away Bhuj. The Uttarakhand earthquake hit the mountains. The governments were able to function from their capital cities and direct the rescue operations. But my capital city was taken out. My government was totally inundated. I had no government for the first 36 hours. I could not find my ministers! The state assembly building, the high court, the police headquarters and hospitals are all under water. I resumed operations with just six officers in a room! If there is one disaster that hits hard and tells governments they need a disaster response system NOW, this is it. Plan or get swept away!
